Work and meetings count towards your goal, so the dashed line sits on top of them. Breaks and lunch stack above it.

How you are alerted
Your phone stopped the background timer
That is why a reminder did not arrive while the app was closed. Android stops pages it thinks are idle, and each manufacturer is more aggressive than the last. The pinned notification and the catch-up when you reopen Track8 are unaffected.
hours
Meetings count towards this. Breaks, lunch and paused time never do.
Your hours stay exactly where they are. Every signed-in device stays signed in.
Your hours are stored against your email so a new phone or a cleared browser gets them back. Signing out leaves everything on this device and stops syncing.
Everything is stored on this device only. Nothing is uploaded anywhere. Clearing your browser data deletes it, so take a backup now and then.
The Excel file is for reading and sharing — a daily log, the full timeline, and monthly totals. The backup file is the one that can be restored, so keep that one.
On Android open the browser menu and choose Install app or Add to home screen. On iPhone use Share, then Add to Home Screen. Reminders only work properly once it is installed.
